How can starting playing with out a base…i still have a message on start “missing disney infinity base”

Unfortunately, for console version, you need Infinity Base and a figure to play. Same goes with 2.0 and 3.0. The only way to play without Infinity Base and Figurine is by buy the PC version. Grab the 3.0 Gold Edition. It contained all previous Figurines. Well, some of them.
A little warning that the PC version did not support the Infinity Base. It means you cannot play few stuff that added after Gold Edition had been released, like Finding Dory.
Ooh, and Gold Edition miss lots of stuff. Toy Box Hub had been change drastically, bugs from vanilla version return, missing Disney and Mickey statue, and more.
